Drainage Committee Meeting Minutes

Thursday, August 13 at 6:30pm

Members in attendance: Councilman Ron Lonneville, Highway Superintendent Steve Taber, Timothy Short, Councilwoman Julie Herman and Allison Brewer- Secretary.

Absent: Mike Means, Mark Haskins and Ralph Morgan

Councilwomen Herman asked everyone to stand for the pledge of Allegiance.

Councilman Lonneville Introduced our new Drainage Committee Secretary, Allison Brewer.

March 19^th meeting notes, presented by Councilman Lonneville and approved by all members in attendance.

Maintenance Projects —

1. Rt. 21 to Buffalo St.
   Steve Taber, Highway Superintendent, reported no issues at this time.
2. Cemetery Ditch / Buried Pipe
   Highway Department to continue annual maintenance and monitoring. No issues currently.
3. S. Main St. to Mill St.
   No issues currently.
4. Mill St. to Smith Rd.
   No issues currently.
5. Union St. to Pembroke Dr.
   Reviewed work completed in 2018 and mowing completed in 2025. Area may need mowing again. Steve Taber will check into the current condition and determine if mowing is needed.
6. N. Main St. to E. Williamson Rd. (by laundromat)
   No complaints or issues reported at this time.
7. N. Main St. to Buffalo St.
   No issues currently.
8. N. Main St. to Buffalo St.

No concerns

9. Doremedy Hill Rd. to Witherden Rd.

Steve Taber has been in contact with S. Schoonerman regarding the ditch. The intended completion date is August 17, 2026.

10. Red Creek

Franklin Rd. to Witherden Rd.
Williams Farms completed the ditch cleanout, working with Art Graf Inc. 

Witherden Rd. to E. Williamson Rd.
Highway Department to continue monitoring the area annually, beaver issues.

E. Williamson Rd. to Smith Rd.
Highway Department to continue annual monitoring for beaver issues, including the area behind the resident and the Sewer Plant. Steve Taber has been in contact with residents and will continue to keep an eye on the area.

11. Resident on Smith Rd.

Debris was cleaned out in 2019. The work stops at the Palmyra line because Palmyra does not have a drainage district. Annual inspection has been completed. No issues at this time; area will continue to be monitored.

New Projects —

1. Dean Rd. to Rt. 21
Mowing has been completed. Access to the area is currently an issue. Steve Taber is working to obtain an easement to allow for continued access and maintenance.

2. 3579 Sheridan Rd. – Driveway Culvert Issue
Steve Taber reported that the work has been completed.

3. 4528 Witherden Rd. – Ditch Obstruction
Steve Taber has been working with the property owner regarding the ditch obstruction. The work is expected to be completed within the next couple of weeks.

4. Town Park – Drainage Issues at Playing Fields
The Committee reviewed the map provided by Ron Lonneville. Discussion was held regarding connecting the existing drainage system at the Town Park to the Decker Ditch to help alleviate flooding.

5. Town Park Playground Area – Flooding
The Committee discussed adding new mulch to the playground area, as the existing mulch has settled and additional material may help improve drainage and keep the area drier. Steve Taber is looking into ordering additional mulch.

Available budget funding was discussed.

Additional Comments/Concerns —

3689 Ball Rd.
Tim Short mentioned concerns regarding the property at 3689 Ball Rd. Steve Taber reported that the property owner needs to complete seeding before the Highway Department can move forward with work.

A motion to adjourn was made by Ron Lonneville, seconded by Julie Herman. Motion carried.
