Supervisor Mike Cramer called the meeting to order at 6:30PM and asked the Clerk of the Board to give roll call.
PRESENT: Julie Herman, Mary Johnson, Ronald Lonneville, Margaret Taber, Michael Cramer

Supervisor Cramer asked everyone to stand and give the Pledge of Allegiance
ACKNOWLEDGEMENTS: Highway Department – Thanked the Highway Department for there efforts on street cleanup as well as thanked the cemetery team for all the work they have done. Also thanked the Highway Department for their response to making the sign more visible and cleaning up overgrown brush. Finally, thanked Steve Taber for continuing to maintain and water the planted flowers.
Summer Recreation – Thanked the Summer Recreation team for a great start to the summer program.

DISCUSSION:
1. Parking & Marion Soccer Club – Town Park – Councilwoman Johnson stated that she met with the Marion Soccer Club as well as Marion Recreation to discuss the parking issue and the need for additional parking. It was mentioned that both groups appreciate the open communication and access to the shared Google Drive to see schedules to aid in future collaboration.
2. Moving Softball Field – Councilwoman Johnson noted that volunteers have come forward and hope to have the project done within one day and will choose a future date in the month of August 2026.
3. JCAP Grant – Councilwoman Taber noted that the painting to the Court room interior and exterior is complete. Vendex was awarded the security update project and will also install lit “EXIT” signs to bring building up to code. Councilwoman Taber noted that the Marion Account Clerk and Court Clerk will be meeting next week to go over expenditures. The Account Clerk will begin the paperwork to submit on behalf of the Grant to ensure it is turned in on time. Finally, Councilwoman Taber noted that the 2026/2027 JCAP Grant application window is now open and they intend to apply for it again.
4. Coloring Page – Supervisor Cramer mentioned the Town Clerk coloring contest and showed the illustration to all in attendance. The entries are due July 30th , and the winners will receive prizes during the Fireworks to be held in Marion to celebrate the Bicentennial.
5. FEMA updates – Supervisor Cramer noted that the DEC has signed off on the draft local law and that now is to go before the Wayne County Planning Board for approval.
6. Food Trucks – Supervisor Cramer stated that the food trucks will be at the Town Park on Tuesdays and Thursdays during soccer throughout the months of July and August.
7. Local Law - burials – Supervisor Cramer brought the topic to the table. Discussion was had that there needs to be either a local law prohibiting such acts or that town ordinances be in place for guidelines to follow if the town chooses to allow backyard burials. The Town Board requested printed copies of the materials and to investigate neighboring municipalities for verbiage used.
8. NYS KICKS Grant – Councilwoman Johnson brought the conversation up on a Grant that the Town Board wished to apply for which could provide funding for improvements on existing soccer fields such as permanent seating as well as field lighting. It was noted that the grant supplies 50% of the funds and the Town would be responsible for the remainder. The Grant application is due July 31. Resolutions have been added to tonight’s meeting to apply for said grant.
Resident Comments: 3 people spoke during this time.
Brooke Guerin: asked for clarification on the post on behalf of the Town of Marion stating the main playground at the town park is closed to the public during summer recreation hours. She noted that not all individuals have access to social media and asked how this will be enforced. She also quoted town code stating that during rentals of the town park pavilion that the main playground is to remain open to the public.
(name not stated): stated that as a previous officer himself how will the policy of the town park being closed be enforced? If it is not a local law the officers on duty have no authority nor ability to enforce this.
Kerry Sargent: Stated that she is excited for the KICKS Grant and believes it can bring lots of opportunities to the Town for residents as well as neighboring Towns and clubs due to its central location. Sargent also inquired as to how she can obtain a copy of the letter(s) written regarding chickens. She asked that there be zoning ordinances for chicken owners to follow and that those guilty of not complying be held accountable.

Awaiting the ground to dry to begin some projects. A smell control problem was assessed and taken care of along route 21.

JCAP grant is underway. The Judges are in the loop via email thread.

The Library is holding many successful programs throughout the summer. Information on future programs can be found on the library Facebook page as well the official website. Councilmembers report receiving many compliments on the programs and that the library director and staff should be very proud.

Noted that they have held there July meeting. Joan is no longer the co-chair but will still stay involved. The recreation department is very busy currently with the soccer program.

The 2026 final assessment roll is complete and filled.

The position for Town Historian is still open and accepting applications.

There are upcoming meetings scheduled for both the planning and zoning boards.

The highway department is staying busy working hard on summer road clean up as well as road maintenance and reconstruction.

The Drainage committee and team is working on a few drainage issues throughout town.

The cemetery team is doing well. An Arborer has been out to assess the trees noting that one needs to be cut down while several others need to be trimmed.

Pat from Palmyra continues to help the Town of Marion while they still search for a qualified candidate to be hired to the roll.

BE IT RESOLVED, that the Marion Town Board awards contracts to both PJL Contracting and Vindex S &E, LLC not to exceed $15,000 to be paid by the JCAP Grant and expensed out of account # 169204.01.0.042; and
BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to PJL Contracting, Vindex S&E, LLC, and Principal Account Clerk.

Resolution No. 4 of 2026 A Resolution Designating the Town Board as Lead Agency Under the State Environmental Quality Review Act (SEQR) and Adopting a Negative Declaration for the NY KICKS Soccer Field Improvement Project

The following resolution was approved.
WHEREAS, the Town of Marion proposes to undertake improvements at Marion Town Park consisting generally of the construction and enhancement of youth soccer facilities and related park improvements to support an application for funding through the New York State NY KICKS – A World Cup Legacy Investment Fund; and
WHEREAS, the proposed project is subject to review under the New York State Environmental Quality Review Act (SEQR), Article 8 of the Environmental Conservation Law and its implementing regulations (6 NYCRR Part 617); and
WHEREAS, the Town Board has determined that it is the appropriate agency to serve as Lead Agency for purposes of conducting the environmental review of the proposed project; and
WHEREAS, the Town Board has reviewed the completed Short Environmental Assessment Form (SEAF), including Parts 1, 2, and 3, and has considered the nature, scope, and potential environmental impacts of the proposed action; and
WHEREAS, based upon its review, the Town Board has determined that the proposed project will not result in any significant adverse environmental impacts.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Marion hereby designates itself as Lead Agency for the environmental review of the proposed NY KICKS Soccer Field Improvement Project; and
BE IT FURTHER RESOLVED, that the Town Board hereby adopts the attached Negative Declaration pursuant to SEQR, finding that the proposed action will not have a significant adverse impact on the environment and that the preparation of an Environmental Impact Statement is not required; and
BE IT FURTHER RESOLVED, that the Town Clerk is directed to maintain the completed SEAF and Negative Declaration as part of the official record for this project.
Resolution No. 5 of 2026 Authorization to Submit the NY KICKS Grant Application

The following resolution was approved.
WHEREAS, the Town of Marion desires to improve recreational opportunities for residents through the development and enhancement of youth soccer facilities at Marion Town Park; and
WHEREAS, the New York State NY KICKS – A World Cup Legacy Investment Fund provides financial assistance for eligible municipal recreation projects; and
WHEREAS, the Town Board has completed the environmental review required under the State Environmental Quality Review Act (SEQR).
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Marion hereby authorizes the submission of an application to the NY KICKS – A World Cup Legacy Investment Fund for the proposed soccer field improvement project at Marion Town Park; and
BE IT FURTHER RESOLVED, that the Town Supervisor is authorized to execute all applications, certifications, agreements, and any other documents necessary to submit the application and administer the grant if awarded; and
BE IT FURTHER RESOLVED, that the Town Board commits to providing any required local matching funds, subject to appropriation and acceptance of the grant award, if applicable.
Additional Resident Comments: 3 people spoke during this time.
Kerry Sargent: a $25,000 donation was made on behalf of Mrs. Sorenson (spelling) for use at the Marion Library. This money will go towards a new reading space for children with an expected install to occur in September.
Brooke Guerin: compliments the Town’s efforts to get the KICKS Grant and that electrical on the field is a great idea. She also inquired on the situation regarding the public restrooms at the town park. Councilmembers explain the extensive damage that occurred to the bathrooms due to vandalism and that it is in the plan to get this fixed but not in 2026 but more of a “5-year plan”.
(no name given): inquired if the town has looked into improved security cameras for the park to deter vandalism or to aid in the identification of those causing the problems. Councilmembers explained that the costs of running internet to the park is large and that they are currently utilizing a hotspot. They are continuing to look into improved security measures for the town park. The individual also asked if there was a way to have a sign created for the town park indicating the policy that the main playground is closed during summer rec operational hours.
