TOWN BOARD MEETING MINUTES

Monday, April 27, 2026

 

 

A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, April 27, 2026 at the Marion Town Court Room.

 

Supervisor, Mike Cramer called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

 

PRESENT:     Julie Herman, Councilwoman

                           Mary Johnson, Councilwoman

                           Ronald Lonneville, Councilman

                         Margi Taber, Councilwoman

                           Michael Cramer, Supervisor       

 

ABSENT:      

 

Others in Attendance: Marcia Lonneville; Nancy Spinning; Gary & Penny Shaw; Theresa Kuhn; Casey Carpenter

Supervisor Cramer asked everyone to stand and give the Pledge of Allegiance.

Acknowledgements:    Supervisor Cramer thanked the Marion Central School District, Marion Town Board, Marion Historic Association, John Cornell, Marion Highway Dept., and the Bicentennial Committee for their part in Marion’s 200th  birthday celebration on April 15th. Supervisor Cramer also acknowledged Pete and Paula Hilling at Stonehedge. The Speakeasy event on April 18th was well attended, and a good time was had by all. Councilman Lonnevile recognized Steve Heald for his excellent presentation of the Mora Car Company which was hosted by the Marion Historic Association on April 25th.

Resident Comments:   Theresa Kuhn stated concern about the Hall Center Cemetery which is losing stones from the road bank and needs repair.

Resolution #415-2026 Resignation of Part time Employment of Code Enforcement Officer

 

On a motion by Councilman Lonneville and seconded by Councilwoman Herman

 

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board accepts the resignation of the part-time employment of Town Code Enforcement Officer, Daren Arrington effective Tuesday, April 14, 2026; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Principal Account Clerk.

 

 

Resolution #416-2026 Authorize Advertising for a Part time or Full time Code Enforcement Officer

On a motion by Councilwoman Herman and seconded by Councilwoman Johnson

 

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

 

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to advertise for the position of part time or full time Code Enforcement Officer in the legal newspaper for the Town of Marion; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Principal Account Clerk.

 

Resolution #417-2026 Authorize Rescinding Retirement Resolutions

 

On a motion by Councilman Lonneville and seconded by Councilwoman Herman

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to rescind resolution # 402-2026 and resolution # 403-2026 both from the April 13, 2026 meeting; and

 

BE IT RESOLVED, the rescinding of these resolutions is on a recommendation from the Marion Town Attorney; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Principal Account Clerk.

 

Resolution #418-2026 Adopt New Job Night Park Supervisor Job Description which includes Parks & Recreation Escalation Matrix and Workflow.

 

On a motion by Councilwoman Herman and seconded by Councilwoman Johnson

 

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

 

BE IT RESOLVED, that the Marion Town Board adopts the new job descriptions for the following Night Park Supervisor with Parks & Recreation Escalation Matrix Workflow; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Parks & Recreation Director, and all recreation positions and the Principal Account

 

Resolution #419-2026 Authorize Town Board to send an RFP for Town Signage

 

On a motion by Councilman Lonneville and seconded by Councilwoman Taber

 

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

 

WHEREAS, the Marion Town Board authorizes the Town to send a Request for Proposal for 15 new Town Signs; and

 

BE IT RESOLVED, the Town Board requests all completed RFP’s to be sent into the Town of Marion by June 1, 2026 with work to be completed in 2027; and

 

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

 

 

Resolution #420-2026 Authorize Hiring Marco Davila for 2026 Night Park Supervisor

 

On a motion by Councilwoman Herman and seconded by Councilwoman Johnson

BE IT RESOLVED, that the Marion Town Board authorizes hiring Marco Davila for Night Park Supervisor for the 2026 recreation season and;

 

BE IT RESOLVED that the salary for this position is $2,652 for the year to be paid bi-weekly appropriated from account 73101.01.0.082; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Marco Davila and the Principal Account Clerk.

 

 

Resolution #421-2026 Close Financial Books for Marion Sewer Fund

 

On a motion by Councilman Lonneville and seconded by Councilwoman Taber

The following resolution was approved.

 

WHEREAS, Wayne County Water and Sewer Authority took over the operation of the Town of

Marion Sewer Plant; and

 

BE IT RESOLVED, the Town of Marion has closed the financials for 2025; and

 

BE IT RESOLVED, the remaining sewer operation funds for 2025 in the amount of $52,435.58

should be turned over to Wayne County Water and Sewer Authority; and

 

BE IT FURTHER RESOLVED, the Town Board of Marion gives the Principal Account Clerk

permission to cut a check in the amount of $52,435.58 to be expensed out of 81304.07.000.042;

a budget amendment increasing the expense line is necessary; and

 

BE IT RESOLVED that the Marion Town Board directs the Clerk of the Board to give a

copy of this resolution to WCWSA and the Principal Account Clerk

 

 

Resolution #422-2026 Payment of Claims

 

On a motion by Councilman Lonneville and seconded by Councilwoman Taber

 

ADOPTED:  Ayes: 5   Herman, Johnson, Lonneville, Taber, Cramer

     

                     Nays: 0

 

The following resolution was approved.

 

 

WHEREAS, the Marion Town Board has received and audited the following claims; now

 

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Additional Resident Comments:   None

 

Executive Session: The Town Board went into executive session at 6:49pm to discuss matters relating to employment history of a particular person. The Executive Session closed at 7:19pm on a motion from Councilwoman Herman and seconded by Councilwoman Johnson.

 

With no further business, on a motion by Councilwoman Herman and seconded by Councilwoman Johnson, Supervisor Cramer closed the meeting at 7:19pm.
