A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, October 5, 2026 at the Marion Town Court Room.

 

Deputy Supervisor, Julie Herman called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

 

PRESENT:     Mary Johnson, Councilwoman

                           Ronald Lonneville, Councilman

Margi Taber, Councilwoman

Others in Attendance: Marcia Lonneville; Agustin Gonzalez; Casey Carpenter, Times of Wayne County.

             

Discussion:

  1. 2027 Budget

 

The Town Board discussed the 2027 budget from 6:30pm – 7:23pm with the following changes made to the tentative budget.  All changes were made with a motion/second and long roll vote of the Town Board members.  These changes will go into the Preliminary budget.

On a Motion from Councilwoman Herman and second by Councilwoman Johnson, Line Item #12201.01.0.020 –Supervisor was increased to $34,861.  The long roll vote was as follows:  Supervisor Cramer – Abstained, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – Naye.  The motion was passed 3 ayes to 1 nays, and 1 abstained.

On a Motion from Councilman Lonneville and second by Councilwoman Taber, Line Item #16201.01.0.159 –Buildings – Outside Maintenance was increased to $9,000.  The long roll vote was as follows:  Supervisor Cramer – aye Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilwoman Herman and second by Councilwoman Johnson, Line Item #73101.01.0.261 –Youth Programs – Part-Time Recreation Leader was increased to $15,525.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – abstained, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 4 ayes to 1 abstained.

On a Motion from Councilman Lonneville and second by Councilwoman Taber, Line Item #71104.01.0.099 –Contractual expense – Senior Citizen Club was increased to $2,000.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilwoman Herman and second by Councilwoman Taber, Line Item #73101.01.0.256 –Youth Program – Grant Supplies was decreased to $3,309.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilwoman Herman and second by Councilwoman Taber, Line Item #73104.01.0.200 –Contractual Expense – Umpires was increased to $1,000.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilwoman Herman, Line Item #73104.01.0.095 –Contractual Expense – Field Trips was decreased to $5,000.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilwoman Herman, Line Item #80101.01.0.100 –Zoning  – Code Enforcement Officer was increased to $31,975.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilwoman Herman, Line Item #85104.01.0.271 –Community Beautification – Town Signs Maintenance was decreased to $5,000.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Councilman Lonneville and second by Councilwoman Herman, Line Item #85104.01.0.232 –Community Beautification – Mainstreet Landscape was decreased to $1,975.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

 

On a Motion from Councilman Lonneville and second by Councilwoman Taber, Line Item #88104.01.0.000 –Cemeteries – Abandon Cemeteries was increased to $3,200.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nays.

On a Motion from Supervisor Cramer and second by Councilwoman Taber, Line Item #8512001.01–Revenues – Recreation Charges decreased to $12,600.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nayes.

On a Motion from Supervisor Cramer and second by Councilwoman Herman, Line Item #51421.03.0.114–Longevity –Taber decreased to $0.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – abstained.  The motion was passed 4 ayes to  1 abstained.

On a Motion from Supervisor Cramer and second by Councilwoman Herman, Line Item #97899.12–Arbor Road Water Fund– Debt Service decreased to $1,546.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nayes.

On a Motion from Councilman Lonneville and second by Councilwoman Herman, Line Item #83104.13.0.000–NW Quadrant Water Phase– Administrative fee increased to $2,526.  The long roll vote was as follows:  Supervisor Cramer – aye, Councilwoman Herman – aye, Councilwoman Johnson – aye, Councilman Lonneville – aye, Councilwoman Taber – aye.  The motion was passed 5 ayes to 0 nayes.

Resolution #1002-2026 Set Budget Public Hearing

 

On a motion by Councilman Lonneville and seconded by Councilwoman Herman

 

VOTE:                   Ayes: 5

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to advertise the following in the legal newspaper for the Town of Marion:

 

NOTICE IS HEREBY GIVEN that the Preliminary budget for the Town of Marion, New York, for the fiscal year beginning January 1, 2027, has been completed and filed in the Town Clerk’s Office of the Town of Marion, where it is available for inspection by any interested persons at all reasonable hours; and;

 

FURTHER NOTICE IS GIVEN that the Town Board of the Town of Marion will meet, and review said budget and hold a Public Hearing on Monday, October 19, 2026 @ 6:30 PM at the Marion Court Room, 3825 N. Main Street, Marion, New York, at which time and place any persons may be heard in favor or against any items;

 

WHEREAS, pursuant to Town Law, the proposed salaries of the following officers are hereby specified as follows:

 

Highway Superintendent $75,234

Town Clerk $ 53,267

Registrar of Vital Statistics $ 700

Town Justice – (2) each @ $16,805

Supervisor $34,861

Budget Officer $ 752

Councilman – (4) each @ $ 5,712

Deputy Supervisor $ 1,160

 

AND BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to all Department Heads.

 

With no further business, on a motion by Councilman Lonneville and seconded by Councilwoman Herman, Supervisor Cramer closed the meeting at 7:23pm.
