TOWN BOARD Meeting Minutes

Marion Court Room

Monday, July 8, 2024

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, July 8, 2024 at the Marion Court Room.

Supervisor Johnson called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

BE IT RESOLVED, that the Marion Town Board approves the June 10th and 24th Town Board meeting minutes.

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to receive and file all correspondence and reports for July 8th, 2024.

Resolution #7032024 Authorization to approve the Town of Marion Hiring and Interviewing Policy Revision3

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Summer Johnson and the Principal Account Clerk.

Resolution #7042024 Authorize Hiring Part Time 2nd Deputy Town Clerk

BE IT RESOLVED, That the Marion Town Board approves hiring Heidi Jarvis, 153 Tremont St. Palmyra, NY 14522 as part time Deputy Town Clerk to be expended out of 14101.01.000.036; and

BE IT RESOLVED, that the Marion Town Board sets the Deputy Town Clerk hourly wage at $19/hr for 15 hours/per week; and

AND BE IT FURTHER RESOLVED, that the Town Board of the Town of Marion authorizes the Clerk to the Board to give a copy of this resolution to Heidi Jarvis and the Principal Account Clerk.

Resolution #7052024 Accept Resignation of Cheryl Blue as Crossing Guard

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Cheryl Blue; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Cheryl Blue and Principal Account Clerk.

Resolution #7062024 Authorize Hiring MEO Full Time Employee at the Marion Highway Department

The following resolution was approved

WHEREAS, Timothy Boerman, Highway Superintendent for the Town of Marion has recommended hiring a MEO full time employee; now

BE IT RESOLVED that the Marion Town Board accepts said recommendation and authorizes hiring Michael Wickett, 5001 Route 21, Marion, NY 14505 effective July 9, 2024, at remuneration of $25.66/hour, probationary period of one year, after one year of service rate of pay will be $27.82/hour; and

BE IT RESOLVED that Michael Wickett currently has his CDL permit; and

BE IT FURTHER RESOLVED that Michael Wickett will take his road test and obtain his CDL license no later than October 1, 2024; and

BE IT RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Michael Wickett, Highway Superintendent, and the Principal Account Clerk.

BE IT RESOLVED, that the Marion Town Board authorizes the following individuals for 2024 for the Summer Recreation Camp Program Counselor Position for $15/hour to be appropriated from account 73101.01.000.256 SUMMER REC GRANT; and

  • Rebecca Anderson
  • Lissette Montes as a fill-in/floater for vacation days or missed days

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to all of the individuals listed above and the Principal Account Clerk.

Resolution #7082024 Appoint Lucas Keith, MD as Health Officer

WHEREAS, the Marion Town Board needs to appoint a health officer according to the Public Health Law; and

BE IT RESOLVED that the Marion Town Board appoints Lucas Keith, MD, as Health Officer, effective August 11, 2024, and expiring August 10, 2028, at remuneration of $261.38 quarterly; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to NYSDOH, Lucas Keith, MD and the Principal Account Clerk.

Resolution #7092024 Audit of 2024 Town & County Tax Collection Books

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board did duly audit the cash books of the Town & County Tax Collection for 2024 for the Town Clerks Office; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Town Clerk and the Principal Account Clerk.

Resolution #7102024 Fall Festival Parking Lot Closure

On a motion by Councilman Cramer and seconded by Councilwoman Herman

The following resolution was adopted

BE IT RESOLVED, that the Marion Town Board hereby requests the following Municipal parking lot next to Jennies House to be fully closed to all traffic on Friday, September 6, 2024 and Saturday September 7, 2024 from 7 a.m. – 10 p.m.; and

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to send a copy of this resolution to local businesses and Town employees.

Resolution #7112024 Payment of Claims

On a motion by Councilman Cramer and seconded by Councilwoman Taber

The following resolution was adopted

WHEREAS, the Marion Town Board has received and audited the following claims; now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Resolution #7122024 Authorize Public Hearing for Appropriation from Town Hall Reserve to Improvements

The following resolution was adopted

BE IT RESOLVED, the Marion Town Board Authorizes a public hearing for appropriation from Town Hall reserve on July 22, 2024 @ 6:30 pm; and

BE IT FURTHER RESOLVED directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk

Executive Session

The Board went into executive session to discuss the employment history of a particular person on a motion by Councilwoman Herman and seconded by Councilman Cramer at 7:38 pm

With no further business, on a motion by Councilman Cramer and seconded by Councilwoman Herman, Supervisor Johnson closed the meeting at 7:50pm.
