TOWN BOARD MEETING MINUTES

Monday, February 23, 2026

 

 

A Town Board meeting of the Town of Marion, Wayne County, NY was held on

Monday, February 23, 2026 at the Marion Town Court Room.

 

Supervisor, Mike Cramer called the meeting to order at 6:30pm and asked the Clerk of the Board to give a roll call.

 

PRESENT:     Mary Johnson, Councilwoman

                           Ronald Lonneville, Councilman

                           Michael Cramer, Supervisor       

 

ABSENT:       Margi Taber, Councilwoman 

                        Julie Herman, Councilwoman

 

Others in Attendance: Marcia Lonneville; Theresa Kuhn; Tracy Whitney, Marion Library Director; Gina Southcott; Gary & Penny Shaw; Marc Swan; Theresa Kuhn; Casey Carpenter, Times of Wayne County.

Supervisor Cramer asked everyone to stand and give the Pledge of Allegiance.

Public Hearing:     1. Highway Reserve Funds for Highway Truck Repair

                                                The Public hearing opened at 6:30pm with the Clerk of the Board reading the legal notice.  Supervisor Cramer next asked if anyone had questions or concerns.  After asking three times if anyone had questions or concerns, the public hearing was closed at 6:32pm on a motion from Supervisor Cramer and seconded by Councilwoman Johnson.

                                      2. Amend the Code for the Town of Marion  - Local Law #1-2026

                                                The Public hearing opened at 6:32pm with the Clerk of the Board reading the legal notice.  Supervisor Cramer next asked if anyone had questions or concerns.  Two people in attendance did ask questions.  After all questions were answered and asking three times, the public hearing was closed at 6:34pm on a motion from Supervisor Cramer and seconded by Councilwoman Johnson.

 

Acknowledgements:    Councilman Lonneville thanked the Marion Highway Department on an excellent job this winter and a special thank you to Steve Taber, Highway Superintendent for putting extra salt on the municipal parking lot next to the museum.  The Marion Historic Association had an event and wanted to make sure the parking lot was well salted for safety concerns. 

Supervisor Cramer thanked the Wayne County Highway Sign Shop for making bicentennial signs for the town.  They look amazing!

Resident Comments:  Tracy Whitney asked the Town Board if the Town would be providing a new sign for the library.  Another attendee spoke regarding the welcome packets.

Resolution #215-2026 Authorize Closing of Streets within the Hamlet for Marion Memorial Day Parade

 

On a motion by Councilman Lonneville and seconded by Councilwoman Johnson

 

ADOPTED:  Ayes: 3   Lonneville, Johnson, Cramer

     

                     Nays:  0

 

The following resolution was approved.

 

 

BE IT RESOLVED, that the Marion Town Board hereby requests the following streets to be fully closed to all traffic on Monday, May 25, 2026 from 10:45a.m. – 12 p.m. The following streets will be open to local parade only.

North Main Street from Park Drive to South Main Street, South Main Street from North Main Street to Mill Street, Newark-Marion/Mill Street from Smith Road to South Main Street; and

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to send a copy of this resolution to E911, Marion Fire Department, Western Wayne Ambulance, Marion Fire District, Seneca Foods, Marion Post Office, Wayne County Highway Department, Wayne County Sheriff, NYS Police Substation, Williamson, Local businesses, Wayne County Water & Sewer Authority, Nutall – Brad Person, Marion Highway Department, Marion School District and Marion Bus garage.

Resolution #216-2026 Accept Resignation of Daniel Sargent from the Town of Marion Zoning Board

 

On a motion by Councilman Lonneville and seconded by Councilwoman Johnson

The following resolution was approved.

 

WHEREAS, Daniel Sargent has submitted his resignation as the alternative for the Town of Marion Zoning Board effective February 1, 2026; now

 

BE IT RESOLVED, that the Marion Town Board regretfully accepts the resignation of Daniel Sargent effective February 1, 2026; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Daniel Sargent, Zoning Board Chairman and the Principal Account Clerk.

 

Resolution #217-2026 Authorize Advertising for a Marion Zoning Board Alternate

On a motion by Councilwoman Johnson and seconded by Councilman Lonneville

 

ADOPTED:  Ayes: 3   Lonneville, Johnson, Cramer

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board authorizes the Clerk of the Board to advertise for a part-time Marion Zoning Board Alternate; and

 

BE IT RESOLVED, the Marion Town Clerk’s Office will accept applications until filled; and

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution Adrienne Compton-Planning Board to the Principal Account Clerk.

 

Resolution #218-2026 Authorize Hiring Justin Minier for the Position of 2026 Baseball/Softball Coordinator

 

On a motion by Councilwoman Johnson and seconded by Councilman Lonneville

 

ADOPTED:  Ayes: 3   Lonneville, Johnson, Cramer

     

                     Nays:  0

 

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board authorizes hiring Justin Minier for the position of Baseball/Softball Coordinator for the 2026 Baseball/Softball program at a renumeration of $3,000 per Town of Marion budget for 2026 to be expensed from account # 73101.01.0.192; and. 

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Justin Minier and the Principal Account Clerk.

 

Resolution #219-2026 Authorize Hiring Sarah Griffin for the Position of 2026 Soccer Coordinator

 

On a motion by Councilwoman Johnson and seconded by Councilman Lonneville

 

ADOPTED:  Ayes: 3   Lonneville, Johnson, Cramer

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board authorizes hiring Sarah Griffin for the position of Soccer Coordinator for the 2026 Soccer program at a renumeration of $2,652 per Town of Marion budget for 2026 to be expensed from account # 73101.01.0.191; and. 

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Sarah Griffin and the Principal Account Clerk.

 

 

 

 

Resolution #220-2026 Authorize Hiring Morgan Silco for the Position of 2026 Summer Recreation Director

 

On a motion by Councilwoman Johnson and seconded by Councilman Lonneville

The following resolution was approved.

 

BE IT RESOLVED, that the Marion Town Board authorizes hiring Morgan Silco for the position of summer recreation director for the 2026 summer recreation program at a renumeration of $7,500 to be stipend for the length of the summer program for 2026 to be expensed from account # 73101.01.0.083; and. 

 

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Morgan Silco and the Principal Account Clerk.

 

Resolution #221-2026 Authorize Town Clerk to Attend NYSTCA conference 2026, in Albany, New York

 

On a motion by Councilman Lonneville and seconded by Councilwoman Johnson

 

ADOPTED:  Ayes: 3   Lonneville, Johnson, Cramer

     

                     Nays:  0

 

The following resolution was approved.

 

WHEREAS, the New York State Town Clerks Association Conference 2026 will be conducted at  in Albany, New York on April 19th – 22nd 2026; and

 

THEREFORE BE IT RESOLVED, that the Marion Town Board authorizes Heidi Levan, Town of Marion Town Clerk, to attend above mentioned 2026 conference; and

 

THEREFORE BE IT FURTHER RESOLVED, that the expenses incurred for registration, travel, lodging and meals will be paid by the Town of Marion and be appropriated from Account #14104.01.0.016 at a cost not to exceed the budgeted amount; and

 

AND BE IT FURTHER RESOLVED, that the Town Board directs the Clerk of the Board to give a passed copy of this resolution to Heidi Levan, Town Clerk and Principal the Account Clerk.

 

 

Resolution #222-2026 Authorize Town Highway to use of Highway Reserve funds for F350 Truck Repair

 

On a motion by Councilman Lonneville and seconded by Councilwoman Johnson

BE IT RESOLVED, the Marion Town Board authorizes the Town Highway Superintendent to use Highway reserve funds account 230.03 in the amount of $8,999.59 to be expensed from account 51302.03.0.133 to repair Highway F350 Truck; and

BE IT RESOLVED, that a public hearing was held on Monday, February 23, 2026 at 6:30pm in the Marion Court Room located at 3827 North Main Street, Marion, NY and;

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Highway Superintendent Steven Taber.

 

Resolution #223-2026 Authorize Local Law #1-2026 Amend Town of Marion Codes

 

On a motion by Councilwoman Johnson and seconded by Councilman Lonneville

BE IT RESOLVED, that the Marion Town Board met and held a Public Hearing on Monday, February 23, 2026 at 6:30pm in the Marion Court Room to amend the Town of Marion Code to include new size regulations for driveways section 245-15D and 308-47 Schedule 1: Schedule for Land use or activity; and

BE IT RESOLVED, that the Marion Town Board authorizes the adding Local Law #1-2026, Amend the Town of Marion Code for the above sections; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Zoniing Board and Principal Account Clerk.

Resolution #224-2026  Payment of Claims

 

On a motion by Councilman Lonneville and seconded by Councilwoman Johnson

The following resolution was approved.

 

WHEREAS, the Marion Town Board has received and audited the following claims; now

 

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Additional Resident Comments:

 

Executive Session:  The Town Board went into executive session at 7pm to discuss employment history of a particular person relating to appointment.  The Executive Session closed at 7:19pm on a motion from Councilman Lonneville and seconded by Councilwoman Johnson.

 

 

With no further business, on a motion by Councilwoman Johnson and seconded by Councilman Lonneville, Supervisor Cramer closed the meeting at 7:22pm.
