TOWN BOARD MEETING MINUTES

Monday, November 3, 2025

A Town Board meeting of the Town of Marion, Wayne County, NY was held on Monday, November 3, 2025 at 6:03pm in the Marion Court Room.

Supervisor Summer Johnson called the meeting to order at 6:03pm and asked the Clerk of the Board to give a roll call.

Public Hearing:

  1. 6:30 – 2026 Town of Marion Budget

The public hearing opened at 6:30pm with the Clerk of the Board reading the public hearing notice that was published in the Times of Wayne County as well as the Town’s website and bulletin board. Supervisor Johnson asked if anyone in the room had comments on the budget. Jennifer Williams spoke and asked why a full-time Deputy Town Clerk is in the budget and not two part-time Deputy Town Clerks, noting the taxpayer impact. Town Clerk Heidi Levan answered her question. After asking three times if anyone else had comments or concerns, and with no one coming forward, the public hearing was closed at 6:59pm.

Resolution #1101-2025 Amend Preliminary Budget

WHEREAS, the 2026 Preliminary Budget has been reviewed by the Marion Town Board; now

BE IT RESOLVED, that the Marion Town Board approves the following amendments to the Preliminary Budget for 2026. All changes below were approved by motion, second, and long roll vote and will be included in the final budget.

  • #35101.01.0.000 – Dog Control Officer increased to $9,460 (3% COLA). Long Roll: Johnson – Nay; Herman – Aye; Cramer – Aye; Lonneville – Aye; Taber – Aye. Passed 4–1.
  • #11104.01.0.004 – Justice Misc moved to #11104.01.0.011 Justice Supply increased to $800; Misc line removed. Long Roll: All Aye. Passed 5–0.
  • #11101.01.0.009 – Justice Court Clerk increased to $27,391 (3% COLA). Long Roll: All Aye. Passed 5–0.

WHEREAS, a Public Hearing on the 2026 Budget was held on Monday, November 3, 2025; now

BE IT RESOLVED, that the Marion Town Board adopts the 2026 Budget as attached; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #1103-2025 Authorize Advertising for a Full-Time Deputy Town Clerk

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

BE IT RESOLVED, that all applicants must be approved by Wayne County Civil Service; and

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk.

Resolution #1106-2025 Authorize Hiring Part-time Maintenance Position

WHEREAS, the Marion Town Board authorizes the hiring of Nicholas Lucci of 3823 Warner Rd., Marion, NY, as part-time Maintenance for the Town of Marion with employment starting on November 3, 2025; and

BE IT RESOLVED, the Town Board authorizes the following account to be used for payroll, 16202.01.0.159, at a rate of $20 per hour for no more than 9 hours per week; and

BE IT FURTHER RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to the Principal Account Clerk and Nick Lucci.

Resolution #1107-2025 Authorize Agreement with Marion Senior Citizen Club

The following resolution did not pass.

WHEREAS, the Town Board of the Town of Marion recognizes the importance of providing opportunities for senior residents to participate in social, recreational, and educational activities that enhance community engagement and quality of life; and

WHEREAS, the Town desires to support the Marion Senior Club by providing access to Town facilities and limited financial assistance for pre-planned activities and programs; and

WHEREAS, it is the intent of the Town Board to ensure that all expenditures of Town funds are made in accordance with applicable laws, procurement policies, and fiscal accountability standards; now

BE IT RESOLVED, that the Town Board of the Town of Marion hereby authorizes the use of the Marion Park Lodge by the Marion Senior Club for meetings and activities, subject to availability and scheduling coordination through the Town Clerk’s Office; and

BE IT FURTHER RESOLVED, that the Town Board shall allocate budgeted funds to support pre-planned Senior Club programs and activities; and

BE IT FURTHER RESOLVED, that all expenditures made with Town funds on behalf of the Marion Senior Club shall comply with the Town of Marion Procurement Policy and all applicable bidding laws.

Resolution #1108-2025 Authorize Hiring MEO Full Time Employee at the Marion Highway Department

WHEREAS, Steven Taber, Deputy Highway Superintendent for the Town of Marion, has recommended hiring a MEO full-time employee; now

BE IT RESOLVED that the Marion Town Board accepts said recommendation and authorizes hiring Daniel Woodard, 4938 Williamson Rd., Marion, NY 14505, effective November 10, 2025, at remuneration of $25.04 per hour for 2025 and $30.66 per hour starting January 1, 2026 from account #51101.03.0.118; and

BE IT RESOLVED that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Daniel Woodard, the Deputy Highway Superintendent, and the Principal Account Clerk.

Resolution #1109-2025 Approve Collective Bargaining Agreement between Town of Marion and United Union Roofers, Waterproofers & Allied Workers Local 22

The following resolution did not pass.

WHEREAS, the Town of Marion and the United Union Roofers, Waterproofers and Allied Workers Local 22 have reached an agreement to the union contract effective January 1, 2026 thru December 31, 2029; and

BE IT RESOLVED, that the Marion Town Board authorizes the Supervisor, Deputy Highway Superintendent, highway employee representative and union representative to sign the above contract and be notarized; and

BE IT RESOLVED, that the Town of Marion directs the Clerk of the Board to give a copy of this resolution to the United Union of Roofers Waterproofers & Allied Workers, Local 22; Marion Highway Department; and the Principal Account Clerk.

Resolution #1110-2025 Accept Resignation of Nadine Seppeler as Drainage Clerk

BE IT RESOLVED, that the Marion Town Board directs the Clerk of the Board to give a copy of this resolution to Nadine Seppeler and the Principal Account Clerk.

Resolution #1111-2025 Holiday Parade Parking Lot Closure

On a motion by Councilman Lonneville and seconded by Councilwoman Taber

The following resolution was approved.

BE IT RESOLVED, that the Marion Town Board authorizes the municipal parking lot next to Jennies House to be fully closed to all traffic on Saturday, December 20, 2025 from 4pm – 8pm for the Holiday Parade and activities; and

BE IT FURTHER RESOLVED, that the Marion Town Board directs the Clerk of the Board to send a copy of this resolution to local businesses and Town employees.

Resolution #1112-2025 Payment of Claims

On a motion by Councilwoman Herman and seconded by Councilwoman Taber

ADOPTED: Ayes: 5   Herman, Lonneville, Taber, Cramer, Johnson

The following resolution was approved.

WHEREAS, the Marion Town Board has received and audited the following claims; now

BE IT RESOLVED, that the Supervisor is hereby authorized to pay said claims upon receipt of the signed abstracts of audited claims from the Town Clerk.

Additional Citizen Comments:

Jennifer Williams spoke regarding information she found online concerning nonprofits and the senior citizen group.

Tracy Whitney asked about the Maintenance position.

Gary Shaw stated that, as a senior citizen in the Marion Senior Citizen group, he did not want money from the Town.
